Not anymore, most dyes available nowadays are much safer than when that rule was in effect. Even then, she could get her highlights done as those are usually done off the scalp and there would be no transfer of chemicals.
That may be the case about safe dyes and highlights, but I am going by what my hairdresser told me three and a half years ago when I was pregnant.
