A traditional BP garden party is not exactly a cool, swanky gala. It's basically a reception. If Kate was so obsessed with posh galas, she'd have gone to the ARK Gala which was held yesterday. She and William went last year, but not this year.
I've actually heard good report of people who have gone to a garden party at BP or Holyroodhouse. Guests are given free reign over the BP gardens and even public rooms of the palace. One of the army bands plays during the whole thing. The guests get to have tea and some nice snacks in a beautiful setting. Most Brits like nothing better. Getting to meet a royal would be the cherry on the cake I suppose.
Apparently guests each eat 14 sandwiches/cakes/desserts at these things, thinking if you're only gonna be there once you might as well make the most of it. It must cost an absolute arm and a leg.
May I "name-drop" here. I have been to one. It was as you say - 2 bands playing (one at each end of the huge lawn). It was a fun and great experience. I loved getting dressed up in hat, gloves, the whole kabbodle. The things that struck me most of all were how short the Queen & DOE are (I am 5ft 7 & they seemed so small), the absolute pure, transluscent gorgeous quality of Princess Alexandra's skin (I couldn't stop looking at her, she was gorgeous!) and how much better looking Princess Anne is in the flesh (she is not at all photogenic). Oh - and the magnificence of the gardens and the pink flamingos on the lake. It was quite magic. I felt as if I had stepped back in time or that I wsa on the set of a film.

It was always the lighter stuff on the Today Show that she was good with. Her Majesty looks fantastic and I love her outfit.

Kate was never scheduled to attend this particular garden party. The DM (if to be believed) said by the end of this month but never gave a date, there's another one next Tuesday which if true would make more sense as C&C will be back from Canada and the article highlighted that she would be attending with them.
There are apparently only two garden parties this year, the one yesterday and the one next week due to the Jubilee festivities and the Olympics.

That's what I read as well Heather, that she's supposed to be at next weeks. I saw a picture of Anne taken at this weeks party and she looked great. I couldn't believe she was wearing pink!
