can someone tell me the name of those hats the soldiers are wearing please?

I want to look it up to learn.

I have not seen another soldier wearing what looks like to me bowler hats...and I am interested.

They are indeed bowler hats and they are part of the guard's uniform because a queen somewhere in the past, a Norwegian queen  was quite taken with them and thought they'd look good on the corps. The first time I saw them, I didn't know the story and I laughed outright. But I guess the Norwegian people are used to seeing a military unit parade wearing a tasseled bowler and nobody seems to think it strange except for visitors

I watched the live stream and Macron was directing the dignitaries towards the different cameras as they arrived, so I'd give him a pass here.

One noteworthy detail of the uniform is the plumed bowler hat, which was copied from the hat of the Italian Bersaglieri troops—a regiment that so impressed the Swedish princess Louise (the great grandmother of King Harald V) that she insisted the Norwegian guards be similarly hatted in 1860. The regiment's cap badge is a rosette in the royal colours of Norway, with the monogram of the current monarch.

Princess Astrid is ageing very beautifully, like her mother, her wardrobe though must be amongst the most expensive, its dior and Chanel and other couture labels all the time. How is she funded? By the state or is her husband rich?

A bit of both probably. Astrid receives a yearly allowance of about €400k but from what I understand her husband has had a very a successful career in finance and is quite well off.
