They may or may not be okay with it. Marius is an addict. When tested in recovery a lot of addicts meet the criteria for Narcissistic Personality Disorder - NPD. He's showing I'll bloody well do what I want behavior, IMHO.

Since he's still doing exactly as he wishes, and still partying with friends - beer and who knows what else, rehab won't do him a whole lot of good. He has to hit rock bottom and admit he has addictions for him to even begin the road to recovery. Which he will be on the rest of his life.
In the midst of this he must also grapple with and own up to his violent actions. That's a whole other realm of things he has to deal with.
The Norwegian system seems set to help deal with this kind of thing. This will take a long time to unpack, unravel and for Maruis to begin to rebuild his life and to make amends for what he has done. Years - not months.
There also needs to be no interference from the NRF - because it seems Marius is very used to bullsh**ing them.
Since I fully believe Marius has been coddled and sheilded for quite awhile, MM and the NRF would do well to stay out of it - and away from Marius until invited in to participate in his recovery, and they also need some instruction on interacting with a family member who is an addict, and how to help, not hurt, his recovery.
