Honestly what did she think would happen in a dress that only fastens to mid-thigh? And no slip?
It seems like she's trying to have a Kate moment, because in one of Kate's navy dotted Allessandra Rich dresses (not the recent one worn to Wimbledon but the one she wore to Bletchley Park (I think)), it has a very high closure as well and there are several pictures of Kate showing a ton of leg. Neither look is appropriate for a working senior royal.
