WOW. I think he didn't intent at the beginning when his hand was at her waist line. But then he went "oh, why not, since my hand is already here". You can tell he did it by how he swiped his hand across her butt.
I believe Max thought it was WA until Fred De Graaf leaned his face forward, then Max realized it wasn't her husband.
I don't know if WA knew or not, it is hard tell with a cut footage.
But I'm surprised the bodyguard didn't push the Mayor's hand away.
Also, in a different youtube video. A comment said this:  Comment from mayor F. de Graaf himself translated into English: "It's not something I can recall and totally not something that I would do on purpose. Though colloquially it means 'just a wee bit' - obviously he is not the kind of man that thinks his sluglet is really 7 inches of pure bliss  Laughing

That said, the Dutch aren't puritans, and I really think this is an accidental but classic case of Honni soit qui mal y pense.

And no, the DRF would never issue any statement about this IMO.

I find it condescending, humiliating and insulting. Usually men grope a feel when they feel superior, you don't do that to a woman you respect. While respect for Maxima might come difficult for him, she is when all is said and done the Queen of his country and therefore her position demands respect.

The girls are cute, but they have the Maxima messy hair problem.  Ponytails or shorter hair cuts would make a world of difference. 

I always like the Van Vollenhoven wives.  I'm glad to see that they all made it today, especially Anita.  I know she's had some serious health problems and IIRC, she hasn't been at this event in a couple of years.

You are right.It was also wonderful to see prince Bernhard, who is fighting cancer.
