Throughout the early months of 1889, Lord Salisbury's Government and Queen Victoria were agonizing over the German Emperor's expressed wish to make a State Visit to Britain. Wilhelm II wanted to come to the Isle of Wight in Cowes Week. He intended to arrive accompanied by a good number of German naval vessels. Lord Salisbury wondered if the visit could not be classified as "private".
