Queen Isabella II's husband Francis had the title of His Majesty The King of Spain from October 10, 1846 to June 25, 1870. He had the title of His Majesty King Francis of Spain from June 25, 1870 to April 17, 1902.   
Was Francis a reigning King?

Was Francis a reigning King?
No, he was king consort, something that other European royal husbands have vindicated to date. In that sense, Spanish royals proved to be equalitarian.  The fact of his being  a Spanish Infante may have been taken into account too.

In the Castilian Cortes of Valladolid in 1506 and of Madrid in 1510, Charles was sworn in as Prince of Asturias, heir-apparent of his mother the Queen Joanna. Charles was proclaimed king of the crowns of Castile and Aragon jointly with his mother.

In 1469 Isabella of Castile was married to Ferdinand of Aragon without the agreement of King Henry IV. The ceremony was held in secret. When Henry found out, he reinstated his daughter Joan as his heir.

Alfonso II (1152-1196) reigned as King of Aragon from 1162 to 1196. His wife Queen Sancha founded the convent for noble ladies, the Monastery of Santa Maria de Sigena at Sigena.

Not sure where to post this, so in general history of Spain: is Spain in any position to take back Puerto Rico? They need help desperately and it looks like the country they officially have an affiliation with isn’t up to helping as much as it should/is obligated to. Would they ever vote to go with Spain again?

John I (1358-1390) was King of the Crown of Castile from 1379 until 1390. In 1379 John I formed the short lived military order of the Order of the Pigeon, known for its large feasts which included eating the organization's namesake, the pigeon.
