You're right pixiecat, it is completely inappropriate to act this familiar and intimate with kids that you have just met. She's not their auntie, best friend, mom, she's a complete stranger, so what's with acting like you're going to grab them and hug them? As usual she sends kids all the wrong messages, she hasn't got a clue where the boundaries of decent behavior are. It's all about her and how she feels, she couldn't care less if she makes anyone else uncomfortable.

She lacks the intelligence to know about appropriate behavior. Royal or not, you don't just randomly embrace children you've just met. It's not okay.
If I was Victoria (I've given up on King Sleazebag doing anything), I'd force her to meet with advisors and I'd tell her to knock it off or else lose her "work". It makes the family look even worse.
