The RF is known for paying abysmally. Why would they not pay professional salaries and KEEP people, knowing that just being seen as a steppingstone to a career might not be the best strategy for long term trust and consistency?

I don't want to defend anyone, but imo at a lot of time it's so much about the salary you receive, but rather about the company you work for.
I know a big company here, who pays some shit of a shut to it's employees almost treating people like slaves. No one wants to stay there longer, but if you do get around 2/3 years, everything is open to you...because the knew employee will see...Ah, you worked for XY.
