Robert Massie's books on N&A are among the best on the subject.  JP-H's bio of Queen Mary is one of the best royal biographies ever --he managed to make a very dull subject into a very interesting read.  You also need to read The Quest for Queen Mary (his notes and "out-takes") to get a delicious take on the people who knew her and contributed to the official biography.

Ms Pakula's biography of Marie's aunt Victoria of Prussia:  "An Uncommon Woman."  Excellent book.  Very approachable for a complicated subject.
