Because the Queen is in London. I believe it is her custom.
She has one official event on the 3rd and then....Christmas shopping? Meeting friends? Lunch?

Cancellation of the New Year's Relay and New Year's Cures in 2022

Following recent announcements by the Government and the health authorities about the corona situation, HM The Queen has decided to cancel the New Year's table for the Government, the President of Parliament, representatives of official Denmark and the Court on 1 January 2022.

The subsequent New Year's ceremonies for the Supreme Court, the Royal Life Guards and the Guard House Regiment's Guard Officer Corps, the Diplomatic Corps, the Defence and Emergency Services, 1st, 2nd and 3rd ranks, and representatives of major national organisations and royal patronages, which were to have taken place on 4 and 5 January 2022, are also cancelled.

It will also be possible this year to send a digital New Year's greeting to The Queen and the Royal Family on the Royal Family's website www.kongehuset.dk. This will be possible from New Year's Day and the week after.

The Queen's annual New Year's speech will traditionally be held on 31 December 2021 at 6 p.m. and broadcast live.
