I had the same thought, but I don't know...in the video, it looks like she is tearing up.

The video definitely gives a different vibe than the still photo.  Do we know what the bad news was?  I ran the tweet through an online translate but it just said "I'm going to miss you," then something about a bad message. That sounded very ominous and I'm hoping it doesn't imply that the fan received some terminal news?

Thank you, Aubi.  Hoping it was caught early and is treatable.

It's interesting, isn't it, how the video gives such genuine vibes but the still photos don't give that impression at all!  (I should remember this and try to take still photos with a grain of salt)

Thank you, Aubiette!  I was trying to figure out what the bad news was too by reading (trying to read) the comments under that Twitter thread.  I hope it is treatable and curable & not as bad as it sounds.

For me the fact that Maxima would hug a "fan" spontaneously and that she went in for a second hug as well is very genuine.

So it seems the lady has been a photographer with the site modekoninginmaxima.nl (Queen Máxima's Fashion/Style) and so is familiar to Máxima. She is to start treatment for breast cancer and so they are unsure when/if they will see each other again.

Today Her Majesty Queen Máxima opened the Pieter Teylers House

After the opening speech, Queen Máxima, together with director Marjan Scharloo, opened the golden curtains to the door of Pieter Teylers Huis. This was followed by a tour during which the life of Pieter Teyler, the interior and the restoration was discussed. In the historic studio on the first floor, Queen Máxima spoke with a number of secondary school students. The tour ended with a visit to the Eikenhouten Cabinet, where Teyler's securities were kept.⠀
