I think it was totally intentional and as a consequence of how this visit has developed.  Wink

A Paraguayan deputy criticized Queen Letizia in Parliament for arriving dressed in a vest and not in an expensive dress, evidently she was unaware that this vest is the one that identifies Spanish aid workers throughout the world and she wears it on all cooperation visits. Her words provoked a complaint from a small Paraguayan company that was commissioned to make the vests for this visit. This also made the First Lady wear the vest from her office.

In the end, the vest has been the protagonist of the visit, with the company receiving a multitude of orders and the Paraguayan television presenters wearing it...  and the Paraguayan media praising the queen for dress simply on these visits.

I do understand all of that and frankly that's nice
But for a formal event like a lunch with a head of state a differnt code deess is required  i think especially if your hosts did the effort to dress up to meet you
i wonder how dress up Leti  in heels and pretty outfit and all will feel if an  important guest turn up to lunch or dinner in jeant or casual attire?

The First Lady also wears totally casual at lunch, with the same clothes that she wore on the visit: cropped pants, T-shirt and espadrilles. So I imagine it was intentional on the part of both delegations that the lunch etiquette was relaxed.

Right. She wanted to be discreet, wanted people to notice her work instead of her clothes, but she didn't know how to do it, instead she looked out of place at the arrival reception and lunch. She never seems to know wearing the right clothes is part of respect for the host, for her, it seems 'Oh they are just clothes, who cares, why people care so much about my clothes'.

THIS

I don't question her good attentions or motives but i think after years as Queen she should knox
W better... she looked out of place during the lunch and a bit silly, especially that the first lady looked polished and appropriate without been over dressed

Correct. I think of  'excessive' as the word. Her intention is good, but she never seems to know where to draw a fine line.

This could have been a neat opportunity to showcase a small Paraguayan designer, or perhaps wear a garment or jewelry crafted by some of the beneficiaries of the Aid Society.
