When Maximilian was an Archduke of Austria he became commander-in-chief of the Navy when he was 22 years old. Is not 22 extremely young?

Of course it is. But he was the brother of the Emperor and those titles were more or less what they were...titles.

The real thinking was made by others. The commander in chief was just the one signing the papers afterwards to put it like this.

The Habsburgs also gave children titles in the military.
