Just love the Order of the Garter- so much more sensible than other royal family orders which are just a handout to each other's families. Love the outfits too.

Well, it is a personal gift of the Sovereign so she doesn't need the Prime Minister's binding advice. It is given for exception service and it pertains to England rather than the whole of the United Kingdom (Scotland has the Order of the Thistle). Although the Sovereign can give this to anyone she wants (the Order is limited to 25 members, except for British Royal Family and foreign monarchs who are 'supernumerary' members) she waited until her own sons, Andrew and Edward, were in their 40s when she gave them the Order. None of the Queen's daughters-in-law have ever received the Order.
All of the other monarchs hand out their prestigious Orders to family members and visiting royals like they are party favors.
