Belgium actually has some of the least strict regulations on titles of any of the Euro monarchies, especially with the recent news from Sweden and Denmark.
A Royal Decree was made in only 2015 that states that all children AND grandchildren of the reigning monarch AND all children and grandchildren of the Crown Prince/ess are HRH and Prince or Princess of Belgium, passing through both male and female descendants. So theoretically as long as Gabriel, Emmanuel and Eleonore's children are born while Philippe is still King they will have royal titles. This actually was a restriction compared to the 1991 Decree that stated all of Albert II's direct descendants we're entitled, also male and female descendants. I could definitely see it being restricted further in the future seeing as that's how most monarchies are going but 2015 is a fairly recent decision.
There is a very lengthy thread on RoyalForums about the Belgian titles with a lot of debate from people who know more than me. It seems like the Belgian Royal Family has been a bit inconsistent about titles, particularly with Astrid's family.
Interestingly I did notice Gabriel's surname on his uniform is van Saksen-Coburg (the family's royal "house") while Elisabeth's uniform read van Belgie (Belgium). I suppose that makes sense for the Crown Princess vs. a prince. Maybe if they do restrict further lesser family members could be Counts/Countessess of Saksen-Coburg (or Saxe-Coburg in english.) Astrid's grandchildren have the Archduke/Archduchess titles so we'll have to wait to see what Laurent's grandchildren are styled as.
ETA: Yes, Phil and Til seem to have raised lovely children. I also hope Gabriel can grow his hair back soon.
