Prince Ferdinand of Hohenzollern-Sigmaringen was adopted as crown prince of Romania in 1889 by his uncle King Carol I.   
Was it a requirement that Prince Ferdinand had to to be adopted?

From the different books I've read, he wasn't adopted by Carol, just brought to Romania as the heir to gain familiarity with his future realm.  Where did you read he was adopted?

Since that article in EB has a glaring error about Marie's title, I'll take it with a grain of salt.  I believe the Romanian constitution settled the succession on the Hohenzollerns --so the next heir was Carol's brother, then the brother's sons.  Ferdinand's father and older brother both renounced their rights to the Romanian crown, leaving Ferdinand as the next heir.  No "adoption" as we understand it (legally making someone not born to you your child) was necessary.  Besides, adoption can mean several things.  Adopt a policy, for example.

I like the fact that King Ferdinand and Queen Marie of Romania named their youngest son Mircea. Mircea was the name of three previous Princes of Wallachia.
